Do I need a permit to replace my roof in Charlotte, NC?
Usually not. North Carolina law (G.S. 160D-1110(c)) needs no building permit for a single-family reroof costing $40,000 or less. The state fire marshal says that covers new roofing plus up to 15% of the roof deck.
You need a permit when the job is over $40,000, more than 15% of the deck is replaced, rafters or other load-bearing parts are repaired, or roofing is added rather than replaced.

The rule is state law, so it is the same in Charlotte, Matthews, Huntersville, Cornelius and the rest of Mecklenburg County. When a permit is needed, Mecklenburg County Code Enforcement issues it. The county words the roofing exception as "replacement of like grade fire resistance material", so ask the roofer to confirm the new roofing has the same fire-resistance grade as the old. Exempt work must still be done to the NC State Building Code; the exemption removes the permit and the inspection, not the code.
Where the $40,000 line falls in Charlotte
Most Charlotte reroofs sit well under it. On the 2026 Q3 Roof Cost Index, an architectural shingle roof on a 2,000 sq ft single-story home (6/12 pitch, one layer torn off, permit and dumpster included) costs $11,786 to $22,296 in the Charlotte metro. Even a 3,500 sq ft single-story footprint is $20,340 to $38,117 in shingles.

The 15% deck rule
The roof deck is the plywood or OSB sheathing under the shingles. Rotten or soft sections are found only after tear-off, so a quote often prices deck replacement per sheet. Under NC Residential Code R908.3, replacing up to 15% of the total deck counts as part of a roof replacement, not structural work. Beyond that, the job needs a permit. On a 2,000 sq ft roof, 15% is about 300 sq ft of deck.
Licensing at the same line
North Carolina has no state roofing license. The $40,000 figure also appears in G.S. 87-1: a contractor who takes on a project costing $40,000 or more must hold a North Carolina general contractor license. Below that, ask for proof of liability and workers' compensation insurance, a written scope and references.
